Carlino Construction brings many years of combined building experience with different companies before John branched off and formed Carlino Construction, he worked as a superintendent for Freeman Homes a residential building company, in Fayetteville, Ga. John wanted to learn how the commercial construction business was run when he accepted a superintendent position with Malone Construction Company, a commercial and residential company located out of Atlanta, Ga. John has a well-rounded building experience in both sides of the construction world, with a combination of 17 years.

State Licensing Board
Residential & Light Commercial License
The Georgia General Assembly created the State Licensing Board for Residential and General Contractors in 2004 to regulate individuals engaged in construction contracting. Applicants for licensure must pass a two-part examination covering the license they are attempting to obtain, and business and law. The Board has the authority to adopt rules, set standards for licensure, adopt mandatory standards of professional conduct, and investigate and discipline unauthorized, negligent or incompetent practice.

Level IA - Fundamentals
In 2003, HB 285 amended the Georgia Erosion and Sediment Control Act of 1975 creating a mandatory certification program for all individuals involved in land disturbing activities in Georgia. Level 1A - Fundamentals Certification, certifies all individuals overseeing any earth-disturbing activity involved with a project must have at minimum a Level 1A Certification. During any point where there is exposed dirt on a project, there must be at minimum one individual with a Level 1A Certification on site, regardless how minimal the earth disturbing activity is.

RRP Lead Safe Renovator Initial
Accredited Asbestos Inspector
EPA’s Renovation, Repair, or Painting (RRP) Certified Renovator Training is required for work on projects involving RRP in residential or child-occupied facilities (children under age six) constructed prior to 1978 and in which lead-based paint exists. The Federal Lead Paint Safety rules articulated that there must be a Certified Lead Renovator supervising the project.
The Federal government has developed several laws and regulations designed to govern the use of asbestos and better protect the public. In 1986, the Asbestos Hazard Emergency Response Act (AHERA) was signed into law as Title II of the Toxic Substance Control Act (TSCA). Additionally, the Asbestos School Hazard Abatement Reauthorization Act (ASHARA), passed in 1990, required accreditation of personnel working on asbestos activities in schools, and public and commercial buildings.
